VCAF Application Period

IMPORTANT INFORMATION REGARDING THE VCAF LOAN APPLICATION PROCESS

The VCAF online application period will open on July 01, 2025. If your company is in good standing with the MSFA (credentials on file), in the pre-contract phase of the acquisition process (fire, rescue, and EMS apparatus and equipment only – no grants or facility projects), and plans to apply for a VCAF loan, a company representative must immediately contact its regional VCAF representative to begin the application process. Click this link to find your VCAF representative. Companies that have already signed a contract for their project are ineligible for a VCAF loan.

 

Companies applying for a VCAF loan must first build a draft application; a process that takes time and requires coordination with your regional VCAF representative. Working with your VCAF representative is critical in meeting milestones of the following loan schedule:

 

  • July 01, 2025 – Open for new VCAF loan applications. Regional VCAF representatives will help companies with starting the draft application.
  • September 14, 2025 – Complete the draft applications, including the regional VCAF representative’s review and approval. Companies that do not meet the deadline are ineligible to finish the application process. 
  • September 21, 2025 – Companies with an approved draft application must now open and begin populating their new online VCAF loan application.
  • October 26, 2025 – Companies with an opened online loan applications must finalize and submit the online VCAF application.
  • November 09, 2025 – VCAF Board will meet (location TBD) to hear testimony from applicants (Company representatives), discuss terms, and vote to forward applications to the MSFA Executive Committee for final MSFA approval.
  • December 06, 2025 – The MSFA Executive Committee will review loan applications and vote to forward applications to the Maryland Board of Public Works (Governor, Treasurer, and Comptroller) for funding approval.
  • February 2026 (actual date TBD) – Maryland Board of Public Works will review and vote to fund each VCAF loan application.

VCAF Information

APPLICANT REQUIREMENT

All companies applying for a loan and/or grant must have a representative attend the MSFA VCAF Committee meeting and MSFA Executive Committee meeting. Companies that fail to attend either meeting will be disqualified and the company will have to reapply during the next open application period.
