Volunteer Company Assistance Fund Committee

The MSFA VCAF Committee provides customer interface services up to the point of the VCAF loans and/or grants being closed, and even then the Regional VCAF Representatives are directly involved providing administrative support.

The Committee is tasked with performing the general fiduciary responsibility of the MSFA to ensure Fund integrity (approx. $20MM) and administering due diligence to ensure borrower financial wherewithal, and conformance with all governing rules, regulations, and laws.

 

Duties & Responsibilities:

VCAF Committee members have many duties and responsibilities. The following information is provided for transparency and assurance that MSFA member companies know what to expect as customers from MSFA VCAF committee members. The VCAF Board is made up of 12 Regional VCAF Representatives. The representatives are responsible for all functions related to the VCAF Board, to include, but are not limited to:
  • Marketing the Fund to ensure MSFA member companies are aware of the VCAF
  • Meeting with member company leadership to educate them on loan and grant eligibility
  • Assisting member company representatives with completing the application process and assuring correctness and completeness
  • Validating that the member company is a Company in good standing with the MSFA with annual dues paid in full
  • And ensuring that the application is submitted in accordance with MSFA application guidelines and Maryland Department of Emergency Management requirements as prescribed by Maryland Code, PUBLIC SAFETY, TITLE 8 – FIRE AND RESCUE FUNDS, Subtitle 2 – Volunteer Company Assistance Fund.

Additional Responsibilities:

  • Regional VCAF representatives also attend local-jurisdiction County Association meetings to market the Fund and answer questions about the various components of the program, including eligibility, the application process, and settlements.
  • Representatives, as part of their fiduciary responsibility of the MSFA, will ensure the Fund is managed professionally, due diligence is done regarding the borrower’s financial wherewithal, and applications conform with MSFA application guidelines.
  • The Board convenes four to six times per year, throughout the state of Maryland to hear testimony from applicants (Company representatives), to deliberate as a committee, and for VCAF Board members to cast their vote in favor of, or to oppose recommending applications go forward to the MSFA Executive Committee for Association approval.
  • Once approved by the MSFA, the application proceeds to the Maryland Board of Public Works (Governor, Treasurer, and Comptroller) for final approval and award.
